Planning Process
The Frasers Broadway project is being assessed as a major project under Part 3A of the Environmental Planning and Assessment Act, with the Minister for Planning as the consent authority.
All activities on the site will need to comply with the conditions of approval of the approved concept plan and the statement of commitments developed to support those conditions. In addition, regulatory bodies such as the NSW Department of Environment and Conservation will have a role in ensuring that all activities on site meet all necessary legislative and regulatory requirements. In addition, workplace safety and health requirements also demand a rigorous approach to managing works on site. The majority of these conditions and details of how the site activities will meet them will be incorporated into site specific management plans, approved by the appropriate authority prior to work commencing and regularly audited over the life of the project.
The first round of activities will be to develop and lodge applications with the Department of Planning (DoP) for site clearing (demolition) and recycling of site materials. The steps in this process are:
- A project application for the demolition of those buildings not being preserved will be submitted to the Department of Planning (DoP). Twenty-nine heritage items on the site will be retained and reused under the concept plan. The first PA is due to be submitted in mid October 2007 and it is anticipated that once approval has been received, first site demolition activities will occur early next year
- The DoP will then assess the project application and determine whether it can go on public exhibition.
- When the department chooses to place the document on public exhibition, it will be made available on this website.
- There will then be a 30 day period for public submissions on the application
- Following the exhibition period, Frasers will respond to public submissions and the department will assess and make a final determination on the project application
- PAs will also be required for specific blocks and these also will be developed and submitted to the DoP from June 2008.
